International Animal Law: The Animal Welfare Movements in Romania and China

Nancy Janes is the founder, President and CEO of Romania Animal Rescue, Inc. (RAR) and Animal Spay Neuter International (ASNI).   RAR was founded after Janes returned from a 2001 hiking trip through Romania--what began as a recreational backpacking tour ended in an overwhelming desire to help the nation's vast population of stray dogs and cats.  RAR became a USA 501 (c) 3 in 2003.  The main focuses of the group's work in Romania include: providing free spay/neuter procedures, training local veterinarians to improve their surgical skills, providing veterinary care for homeless animals and those of impoverished citizens whose animals would otherwise suffer, and educating the public about the importance of spay/neuter and animal welfare in schools and at community events.

Since 2009, RAR has spayed and neutered approximately 27,000 animals, all free of charge.  ASNI is a new addition to Janes' work. ASNI allows the Romanian veterinary team, armed with its knowledge of safe and efficient spay/neuter techniques, to travel to countries like the Dominican Republic, Suriname, Portugal, and Greece, performing free spay/neuter procedures. ASNI has also funded assistance in Panama, India, the UK, and the USA. 

Nancy and her husband Rory live in Livermore, California, with their rescued dogs, horses and chickens.
